Tender description
The Council a contract, The provider(s) will work closely with the Council to support its vehicle replacement program, the contract will include and not be limited to: — Advice to assist authority in meeting fleet environmental targets (target is to increase alternative fuel and fuel efficient vehicles by 10% each year); — Specialist advise on suitable substitutes/alternatives to vehicle specifications enable the authority to achieve savings targets; — Advice on increasing vehicle utilisation across the Council through standardising specifications and the like; — Partnership approach to get economies of scale and potential better deals from manufactures to ensure best value; — Disposal of any purchased vehicles via auction and partnership approach to ensuring best value it obtained for assets; — Provide regular advice on residual values, market trends and relevant industry updates etc.; — The initial priority will be to replace existing approx 300 vehicles that are outside their economic life. The provider(s) will work closely with the Council to support its vehicle replacement program, standardise the councils specification and rationalise its fleet. The will also include and not be limited to: — Advice to assist authority in meeting fleet environmental targets through vehicles with alternative fuel and more fuel-efficient replacements (Council’s target is to increase alternative fuel and fuel efficient vehicles by 10% each year); — Specialist advise on suitable substitutes/alternatives to vehicle specifications enable the authority to achieve savings targets; — Advice on increasing vehicle utilisation across the Council through standardising specifications and the like. Partnership approach to get economies of scale and potential better deals from manufactures to ensure best value: — Disposal of any purchased vehicles via auction and partnership approach to ensuring best value it obtained for assets; — Provide regular advice on residual values, market trends and relevant industry updates etc.; — The initial priority will be to replace existing 200 — 300 vehicles that are outside their economic life before working with the Council to support its longer-term strategy and ongoing replacement plan, these vehicles will be replaced on a contract hire basis. The authority is currently in the process of reviewing how it finances its fleet and this approach potentially may go to a hybrid approach of purchase / contract hire depending on vehicle type for the remaining fleet. The Council invites the market place to inform the Authorities' procurement process and to this end would welcome any written submissions (not exceeding 4 sides of A4 paper) from potential suppliers indicating: (i) Their likely interest in bidding for such procurement and details of any similar arrangements delivered elsewhere; (ii) The potential technical and commercial options for meeting the above requirements and deliver the above; (iii) Observations of any proposed duration of contract; (iv) Any other factors considered relevant or suggestions on how your organisation could add value to for the above procurement in regards to the potential requirements; (v) Any other factors considered relevant. This Prior Information Notice serves to alert the marketplace to this opportunity and enable the Council to use any gathered information to shape the proposed procurement. The Council invites interested prospective contractors to lodge an initial expression of interest for this opportunity electronically to Shauket Ali at shauketali@cardiff.gov.uk Please note all submissions must be submitted before 12:00 on 18.7.2017. Following consideration of the expressions of interest the Council may wish to engage in further discussions with the respondents that submit a proposal. All responses received will be considered confidential and dependent on the level of such initial interest the Council may undertake some soft market testing and preliminary discussions with potential providers which may also further help to inform the subsequent Invitation to Tender documentation that will need to be produced. Participating in this exercise will not guarantee short-listing at a later stage in the procurement, and the Council reserves the right not to proceed with the procurement process. The Council will not meet any costs incurred by any party in responding to this notice. This PIN does not constitute a commitment by the Council to undertake a procurement exercise in the future.
