Monmouthshire County Council (‘Monmouthshire’), as agent for the constituent authorities of the Cardiff Capital Region City Deal, intend to award a works contract for the specialist fit out of clean rooms and foundry installation for the manufacture of advanced compound semi-conductors. Monmouthshire, as agent for the constituent authorities of the Cardiff Capital Region City Deal, are awarding a works contract for the specialist fit out of clean rooms and foundry capacity installation suitable for the manufacture of advanced compound semi-conductor technologies at the former P&T factory in Newport, Gwent. IQE Plc, as the management consultant, and its sub-contractors, are the only contractors with the technical capability to meet the requirement to provide the specialist clean-room fit out and foundry installation required for the manufacture of compound semi-conductors within the requisite time frame, being July 2017. The fit out for compound semi-conductors is different to conventional silicon technologies. Therefore, as a global leader in compound semi-conductor technology, IQE is uniquely positioned to oversee this project, with the detailed works being performed by specialist sub-contractors. The time frame is necessary to secure the expansion of compound semi-conductor manufacturing in Wales as part of the regions commitment to the development of a compound semi-conductor cluster in South Wales, and to meet the timelines demanded by product launches in the end market. This accords with our interpretation of Regulation 32(2)(b)(ii) of the Public Contracts Regulations 2015. Monmouthshire intends to enter into the contract with IQE Plc 10 days following publication of this notice.
