Construction work for buildings relating to education and research

Tender description

Durham University are looking to put in place multi-supplier minor works contracts to deliver projects such as new build, extensions, alterations and refurbishments. The arrangements will comprise two separate contracts — a Term Service Contract (TSC) for works of value 0 GBP— 1 000 000 GBP and a Framework Contract for works of value 500 000 GBP — 4 000 000 GBP. Both will be 48 month agreements with between 4 and 8 suppliers to be appointed per contract. The NEC3 Term Service Contract and the NEC3 Framework Contract respectively will be the overarching contract terms. Call-off will be by mini-competition on a project by project basis but the suppliers will be ranked based, in the first year, on tender evaluation and thereafter on annual review of pricing and performance and the University reserves the right to award works on a direct call-off basis to the first ranked supplier at the time of call-off. Suppliers will be asked to price sample projects and to provide overheads and profit figures against specific value bands and, for the TSC only, a schedule of rates of typical work activities (which will then be used throughout the duration of the framework as a basis for project pricing or for benchmarking purposes) — all of which will be collectively used to reach an overall tender price or evaluation. Whilst there is no guarantee of call-off during the life of the contracts, anticipated expenditure is expected to be in the region of 2 000 000 GBP - 5 000 000 GBP p.a. under the TSC and 10 000 000 GBP — 12 000 000 GBP p.a. under the Framework. The contracts will be also be utilised by Newcastle University and total annual expenditure is anticipated to be in the region of 5 000 000 GBP p.a. for the TSC and 15 000 000 GBP — 20 000 000 GBP p.a. for the framework. The contracts will incorporate the principles of Durham University's Realising your Potential approach which sets out the behaviours and competencies expected of those who are employed by the University, whether directly or indirectly. The principles of this approach are set out in the contract documentation and will be developed further during the life of the contracts.
