Design and Build, and Operation and Maintenance of Combined Heat and Power for Wexham Park Hospital. The Trust is seeking to appoint a highly competent and experienced Bidder to design, build, install, commission, and then operate and provide comprehensive maintenance for a Combined Heat and Power (‘“CHP”’) based system, a new LTHW boiler house (to be known as the ‘New Energy Centre’) and new LTHW distribution mains throughout that will deliver heat and power to the Wexham Park Hospital site to the maximum that is economically and practically achievable. This project is divided into 2 distinct phases: Phase 1 (the Works) the design, build, installation and commissioning phase; and Phase 2 (the Services) the operation and maintenance phase. The successful Bidder will be required to possess the requisite skills and experience commensurate with undertaking this important project. This tender covers 2 distinct phases but, although the project is structured in this way, the Trust expects the bidders to approach this tender as though it is a fully integrated energy services contract in which the winning bidder will be contracted to design, deliver and install the New Energy Centre and LTHW distribution system and to then operate the New Energy Centre for 15 years, delivering guaranteed outputs, energy, carbon and operational savings. The Trust may consider extending the operational phase to cover the new LTHW distribution system should an economic and quality proposal be included within the bidders offer.
