Tender description

Birmingham City Council (BCC) are proposing to procure the appointment of a developer / investment partner for the opportunity area known as Birmingham Smithfield. BCC published the Birmingham Smithfield Masterplan in March 2016, setting out an ambitious vision for the redevelopment of the 14 hectare Birmingham Smithfield site for a landmark, sustainable, mixed use development. The vision includes the creation of a vibrant market and leisure hub, supported by retail, restaurants and hotels; a public square and public spaces, strong linkages, integrated public transport and a residential neighbourhood offering modern sustainable homes. To achieve this vision the development should be based around the principles identified in the Masterplan including: Connectivity; Activity; Design; Comprehensive Development; and Long Term Stewardship. Birmingham Smithfield is a designated Enterprise Zone site to support the site's development. As one of the largest city centre regeneration opportunities in Europe, the regeneration of the site is envisaged to deliver over 300 000 sq m of new floorspace, 2 000 new homes and 3 000 new jobs with an approximate gross development value of 1 000 000 000 000 GBP. BCC are the majority landowner for the site and has secured the relocation of the wholesale market to The Hub in Witton, which is now constructed, to enable the redevelopment to come forward. BCC will be seeking an approach to the delivery of this redevelopment opportunity that provides an optimal balance across the Council's project objectives, relating to the concept; delivery; operation & management; social value and commerciality, and has appointed Cushman & Wakefield (C&W) to advise on the marketing and procurement process. This PIN is not a call for competition. This PIN provides notification of BCC's intention to commence a procurement exercise to award the opportunity in the future through a separate notice which will be provided in the OJEU. BCC is currently in the process of finalising the detail of the delivery mechanism and procurement strategy. BCC's aim is to develop an efficient and effective procurement/marketing process to reach preferred bidder status as soon as practically possible in order to reduce procurement costs. This PIN is intended to provide advance notice of BCC's intention as above, so as to enable bidders to plan for, and start to consider, a consortia if relevant, in order to respond to the potential forthcoming opportunity. This registration information will also provide BCC with an indication of potential interest, for the purpose of the forthcoming procurement. For avoidance of doubt, registration in response to this PIN is not required in order for organisations to be able apply to participate to the formal procurement process once the subsequent OJEU advertisement is issued.
