Tender description
Thank you for showing interest to participate in the procurement of an enterprise-wide technology solution [OJEU ref 2017/S 058-107842]. The relevant documents providing details of the procurement requirements and conditions are in the process of being uploaded. They will be available by 9am on Friday 24th March 2017. In the meantime, please register your interest via this portal. Once the expression of interest has been received by A2Dominion, access to the documents in the data room can then be provided. A2Dominion is a residential property group with 36,000 homes across London and the South East, employing c.1000 employees and operating from sites in west London, Staines, and Oxford. They are investing in a programme of change called ‘Fit for the Future’ to help deliver main business capabilities for their business plan to 2020 and beyond. As part of the Programme, A2Dominion is seeking a Systems Integrator to enable the delivery of technology implementation. The role of the Systems Integrator will involve but not be limited to the planning, design, implementation and integration of the enterprise-wide technology solution, together with the on-going application management service when the solution is operational. The new enterprise-wide technology will cover customer interaction and CRM, asset and asset management, as well as the major back office functions of finance, HR and procurement. It will also include the enabling functions around mobile and secure access for customer and employee, single workflow front to back office for services, data and data management and business analytics and reporting. This will replace the existing fragmented landscape with an architecture that is integrated, consolidated and consistent, to enable A2Dominion to deliver outcomes for its customers, assets and its people. The scope of the project is set out in further detail in the procurement documentation, including the system scope, and covers the following aspects: • Functional requirements - design, configure and build an integrated set of technology-enabled processes which meet the business outcomes set out in the specification focussed on the required business outcomes for key groups such as customer, member of staff, supply chain partner organisation and senior manager of stakeholder. The main areas of functionality are customer experience and customer contact; housing, housing management and service charges; asset recording and asset management; finance; HR; and procurement. • Service Requirements - design and provide the ongoing application support in the cloud environment for the solution implemented. • Non-functional requirements - design, configure and build an integrated set of technology processes which enable the delivery of the functional requirements in a secure, resilient, robust and integrated manner. • Design and Implementation - provide a design and implementation approach to deliver the agreed programme by meeting the business requirements in this area and focussing on business outcomes, simplicity and use of standard process. • Governance and Relationship – bring experience and capacity to oversight of the management and implementation of the technology solution as part of the overall Fit for the Future Programme requirements. • Mobilisation - provide an approach to the mobilisation of the partnering relationship and the development of the solution which creates a programme plan, programme structure and work streams and identifies and allocates resources to tasks and also develops productive ways of working. • Data - design and build the business information and reporting requirements with business engagement; to develop the design of the data architecture and to manage the process of data migration from legacy systems into the solution. • Architecture - design and implement a final state technology architecture which is capable of meeting the business requirements in a robust, well-integrated way and supports a single view of data through business information and analytics. The Systems Integrator will therefore have a major role in the implementation, adoption, and continuous improvement of the technology by the business as a whole and be expected to have the necessary governance, approach and resources to manage these activities.
