Should be interested in tendering for this project please ensure that you have notified us by email to the email address contained within this document no later than the closing date detailed below. This Expression of Interest has been issued by the authority, SGN Natural Gas Ltd in connection with a competitive procurement event conducted in accordance with the Negotiated Procedure under the Utilities Contracts Regulations 2006 (as Amended). This EOI sets out the information which is required by the Authority in order to assess the suitability of potential applicants in terms of their suitability, competence, experience and capability to meet the requirement. it is anticipated that there will be a requirement to lay in the region of 412km of gas mains infrastructure and associated services, pressure regulating equipment (up to and including 7 bar pressure) and meters for industrial, commercial and domestic consumers. SGN Natural Gas Limited intends to award a Framework Contract for up to 3 years. The Framework will be awarded to 1 Contractor. The successful Contractor will be required to provide a 24 hr / 365 day emergency response and repair service to ensure robust network coverage in accordance with the network operator's safety case and licence conditions. Predominantly in Strabane and surrounding locations, there may be a requirement to undertake Distribution Network Operations in other towns within the ‘Gas to the West’ licence area. Most of the works will be in the low and medium pressure ranges (up to 75 mbar and 2 bar respectively), however, there will be a requirement to undertake intermediate pressure works (up to 7 bar). The anticipated works for the initial term of the Strabane area phase are: Provision of the emergency repair response service on our mains network 24 hours a day, 365 days a year to operate in the town of Strabane and rural locations within the licence area (including major escape management and emergency spares stock holding); Uncontrolled gas escapes and pressure problems will be attended to within 1 hour of being notified to SGN Natural Gas. (an uncontrolled gas escape is where it cannot be ascertained that the gas escape is controlled, which is when the meter control valve has been turned off and this has stopped the gas escape); Controlled gas escapes will be attended to within 2 hours of being notified to SGN Natural Gas; Response to metering faults; Faulty prepayment meters, SGN Natural Gas will visit a faulty prepayment meter within 4 working hours of being notified (working hours are: 8:00 to 20:00, Mon-Fri and 9:00 to 17:00, Weekends and Bank Holidays); Lay, test and commission gas mains infrastructure up to and including 7 bar pressure, pe range 32 mm to 355 mm dia. or steel equivalent; Lay, test and commission I&C and domestic services up to and including 7 bar pressure; Install and commission meters for I&C and domestic consumers; Install, test and commission pressure regulating equipment up to and including 7 bar pressure, with associated governor compound construction and regulator kiosk / housing installation; Procure all materials.
