Tender description

The procurement of extension works to four existing PFI Schools in Leicester in order to provide additional school places at each Schools, those Schools currently being governed by 2 on-going PFI Project Agreements entered into in 2007 and 2012 respectively. The Council entered into a PFI (Private Finance Initiative) Project Agreement on 19.12.2007 (‘PFI 1’) pursuant to its Building Schools for the Future Programme (‘BSF’) for the new build and operation of 2 Schools. It subsequently entered into a further PFI Project Agreement on 30.3.2012 (‘PFI 2’) for 2 further Schools. Due to an unforeseen demand for additional school places and given the Council's statutory duty to ensure sufficiency of school places in Leicester, it has been determined that the most viable and cost effective route is to structurally extend the four PFI Schools in order to meet forthcoming pupil demand. Pursuant to their exclusive rights under their contractual arrangements to carry out structural alterations to the existing PFI Schools, the Council is now looking to instruct the existing Contractor for PFI 1 and separately the Contractor for PFI 2 to build the extensions to the 4 Schools through the instigation of an Authority Change.
