Tender description

Hertfordshire County Council (the Council) are undertaking soft market testing for the Creation of a New Property Delivery Model. The Council has a substantial portfolio of surplus land and property that can be disposed of. There is a consensus of opinion within the Council that there is a need to add value to the disposal process with the aim of improving the financial receipts and pace of delivery, for example by partnering with an appropriate company that has development and funding expertise. Therefore the Council is keen to seek feedback from the market place on the proposal of working in partnership to improve the financial returns and the pace of development. The purpose of the Council's soft market testing is to allow and enable potentially interested organisations with appropriate expertise and relevant experience to: — Enable the Council to understand how it's Current Aims and Outcomes could be delivered. — Outline and generate initial views/ideas around the development delivery routes, scope and the potential procurement strategy (i.e. with no commitment to themselves or the Council). — Engage with the Council to understand its challenges, intentions and desired outcomes. — Provide informal input to help shape and refine the Council's technical requirements. — Inform the Council of current market developments and cite examples of best practice across the public sector. — Finalise the sites within each Lot. — Explain potential options and solutions available the Council. The Council will consider the feedback and responses received to help inform the Council's options and further decision making. For the avoidance of doubt, this stage is preparatory to a formal procurement process and the Council is not committing, at this stage to carrying out such a process. Participation or non-participation in the soft market testing process shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the pre-procurement process shall place any supplier at an advantage in a potential procurement process. Participation in the soft market testing procurement process will be at each supplier's own cost. No expense in responding to this process will be reimbursed by the Council. The Council will not enter into a contract based solely on the responses to this PIN and no information contained in the documents or in any communication made between the Council and any contractor in connection with its soft market testing shall be relied upon as constituting a contract, agreement or representation that any contract shall be awarded. The Council's soft market testing will comprise: — Seeking requests for organisations to attend an individual meeting for no longer than 90 minutes, bringing no more than 3 representatives. Meetings will be based on the questions contained within the Soft Market Testing Questionnaire (Appendix A refers) and will be held between 25.1.2017 and 27.1.2017 at Carter Jonas offices, One Chapel Place, London, W1G 0BG. Interested organisations which would like to attend an individual meeting should email their request via email to:- Mark.Handford-Jones@hertfordshire.gov.uk — Submission of the Soft Market Testing Questionnaire (please see Appendix A) following the instructions in Section 11 of this briefing document. Questionnaires must be received by 12:00 Noon, 18 January 2017.
