Tender description

The appointed Consultant will be responsible for the design development and potentially the implementation of both the Port Facilities, comprising Security, Containing Handling, Customs and Immigration and Bio-security, and the planning and potential development of Warehousing development in Rupert’s Valley. The key requirements relating to the proposed Port Facilities would include: i. In consultation with key stakeholders, prepare designs for the appropriate Port Facilities taking into consideration the current Rupert’s Valley Development Plan; ii. Consideration and reporting on the impacts of the facility on the Environment of Rupert’s Valley, including an Environmental Management Plan; iii. Assessment of the risks associated with the development and the location, including appropriate levels of acceptance and risk mitigation measures (with costings); iv. Further assess the needs of the Island for containerised cargo, including planned growth over a defined period, through stakeholder consultation. This may be used as the basis of providing options to the client and ultimately the detailed design of a fully functional container park to meet these purposes, but it shall at a minimum be capable of accommodating 150 – 200 stuffed Twenty foot containers (TEUs) and 150 – 200 empty TEUs in the best possible configuration to suit an approved logistics and operation plan. Consideration shall be given to the possible complete or partial transition to Forty foot containers in the future; v. Logistics management of the facility, including off-loading and reloading operations to minimise the ship at berth time in the wharf and the development of container and goods handling strategy and customs protocols; vi. A multipurpose facility to accommodate Customs & Excise, Bio-security, Port Management and Immigration. Whilst the Port Facilities are primarily for the cargo handling, it is likely that immigration services will have to be provided for ships’ crew and also the possibility of landing Cruise Passengers; vii. Provide the day-to-day supervisory project management and technical support for the implementation of the approved designs for the Port Facilities; viii. The Port Facilities should be designed with the intention of achieving International Ship and Port Security (ISPS) certification. ix. Integration of 3rd Party works and programme in to the design including becoming a member on the Rupert’s Development working group.
