Tender description
Highways England is changing the way it provides maintenance services across the East Midlands region (Area 7). When the current Area 7 Managing Agent Contract (MAC) expires in July 2016, Highways England will be procuring a series of new contracts, direct with the supply chain, to provide all goods and services associated with maintaining the Area 7 asset. In the new Asset-Led Delivery Model, Highways England will be bringing key asset management functions in-house and therefore taking a more intelligent and pro-active role in managing the asset, in order to gain a better understanding of costs, improve decision making and provide the best possible quality of service to road users. Efficient maintenance of the Area 7 asset will rely upon Highways England being able to quickly procure the investigatory work needed to determine and test asset condition. This will include, but is not limited to, low risk, low value services such as; pavement surveys, drainage surveys and materials testing. Highways England is establishing an innovative and dynamic approach to procuring technical surveys and testing in order to meet the requirements of the new delivery model. The first stage of this procurement approach will start on the week commencing the 1.2.2016, with Highways England issuing a Supplier Registration Questionnaire to be completed and returned by no later than noon on Friday 11.3.2016, via the Highways England e-tendering system Bravo Solutions. Upon successful registration, suppliers will be eligible for the subsequent quotation stage of this process for advertised technical surveys and testing work through the issue of discreet work packages, which will be assessed on; price, quality, health, safety and environmental requirements. A work package value will not exceed 4 000 000 GBP for Works and 106 000 GBP for Services. A briefing day will be held in Birmingham on the 23.2.2016, to provide interested suppliers with further detail on the future contracting arrangements for Area 7, as well as giving suppliers the opportunity to ask specific questions about the approach for technical surveys and testing. This will be accompanied by a full briefing pack outlining the procurement approach in detail. If you are interested in registering for this requirement and to access the Supplier Registration Questionnaire via Bravo Solutions please follow the instructions below: — Browse to the e-Sourcing Portal: https://highways.bravosolution.co.uk and click the link to register; — Accept the terms and conditions and click 'continue'; — Enter your correct business and user details — Note the username you chose and click 'Save' when complete. -You will shortly receive an email with your unique password (please keep this secure). — Express an Interest in the Invitation to Tender (ITT) — Login to the portal with the username/password — Click the ‘ITTs Open To All Suppliers' link. — Click on the Area 7 Technical Surveys and Testing Registration Process ITT to access the content. — Click the 'Express Interest' button at the top of the page. — This will move the ITT into your ‘My ITTs' page. (This is a secure area reserved for your projects only). — You can now access the Area 7 Technical Surveys and Testing Contract Registration Questionnaire and overview document by clicking 'Buyer Attachments' in the ‘ITT Details' box. — Responding to the Registration — Click 'My Response' under 'the Area 7 Technical Surveys and Testing ITT. 'You can choose to 'Create Response' or to 'Decline to Respond' (please give a reason if declining). Please note that the completed Registration Questionnaire and appendices must be returned by noon on Friday 11.3.2016, to submit your response you must follow the onscreen instructions to complete the ITT and submit your reply using the 'Submit Response' button at the top of the page. — The ‘Messages' function can be used to communicate with the Highways England Procurement Team and seek any clarification regarding the Registration.
