Tender description

This Prior Information Notice (PIN) is to notify the market about the plans to formally engage the market to establish interest in the market as well as to obtain information to further inform The Royal Borough of Kensington and Chelsea (RBKC) requirements. As such, this PIN does not formally signify the beginning of any procurement and does not constitute a commitment to undertake a procurement exercise. In the event that a decision is made to formally commence a procurement pursuant to this PIN a separate contract notice will be issued. Westminster City Council (WCC) on behalf of RBKC intends to procure a contract for the provision of Investment Consultancy Services across two lots: Lot 1 — Investment Consultancy Services for RBKC Pension Fund; and Lot 2 — Property Investment Advisory and Managerial Services. RBKC is considering the following services by the Investment Consultancy Provider: 1. Advise and provide challenge to the committee on different investment asset classes; 2. Review and advice on asset allocation and investment strategy; 3. Regular monitoring and reporting of investment managers performance; 4. Advice and support on Fund Managers, Custodian and Transition managers appointments and terminations; 5. Undertake asset and liability modelling along with the Fund actuary; 6. Advice on Corporate Governance, Class Action and Socially Responsible policies; 7. Attendance at committee meetings and provide ad-hoc reports by the agreed timescales; 8. Provide training to Committee members and officers. The Fund is planning to diversify the current investment portfolio and are planning to invest 15 % of the assets into direct commercial property holdings. The Fund may retain internal resources to work alongside external advisors or fully out-source the required services. The Council is considering the following services to be provided by the Property Investment Advisor and Manager: 1. Advice on property strategy and formulating a model diversified UK property portfolio with high income yield; 2. Executing the proposed strategy including property search and acquisitions; 3. Advice and support on day to day management of the property portfolio; 4. Advice on enhancing the value and returns of the property holdings.
