Hertfordshire County Council (the ‘Council’) is carrying out pre-procurement market engagement in relation to its Housing Related Support (Homeless/Preventing Homelessness) in Hertfordshire for young people aged 16-25 years. The current service is provided county wide and supports 16 — 25 year olds with housing related issues. The service is based on a preventative service model delivered through three distinct operations: — Service Gateway: Advice, Information, Assessment and Mediation Services — Young Person's Floating Support Service — Crisis intervention / Crashpad Service The current arrangement supports Children Looked After and Care Leavers aged 16 and 17, but primarily they support vulnerable 16 and 17 year olds, Care Leavers aged 18 and older, asylum seeking Care Leavers and vulnerable young people aged 18 to 25 identified by housing authorities and self-referral. The service is intrinsic to the Joint Housing Protocol in order to support and prevent young people from becoming homeless. A key priority for the local authority and local housing teams is to reduce the amount of young people coming into care at 16+ and to reduce the amount of homeless applications (identifying interventions that can support the family). The current arrangement works in partnership with District Councils to help reduce the pressure on limited housing stock in Hertfordshire. This service is about improving the outcomes of young people who are at risk of homelessness which will impact on the likelihood of them becoming productive members of the local community in which they live, thus having a positive impact on the economic, social and environmental well-being of the local area. The purpose of the Council's pre-procurement market engagement process is to allow and enable potentially interested organisations with appropriate expertise and relevant experience to: — Outline and generate initial views/ideas around the outcomes, scope and the potential procurement strategy. — Engage with the Council to understand its challenges, intentions and desired Outcomes. — Provide informal input to help shape or refine the Council's technical requirements. — Inform the Council of any current market developments. — Enable the Council to understand how the Current Requirements could be shaped, satisfied, met and delivered. — Explain any potential options or solutions available to the Council. The Council will consider the feedback and responses received to help inform the Council's options and further decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage, to carrying out such a process. Participation or non-participation in the pre-procurement market engagement process shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the pre-procurement process shall place any supplier at an advantage in a potential procurement process. Participation in the pre-procurement market engagement procurement process will be at each supplier's own cost. No expense in responding to this process will be reimbursed by the Council. The Council will not enter into a contract based solely on the responses to this PIN and no information contained in the documents or in any communication made between the Council and any contractor in connection with its pre-procurement market engagement shall be relied upon as constituting a contract, agreement or representation that any contract shall be awarded. This pre-procurement market engagement process will comprise: Submission of the Supplier Questionnaire (please see Appendix A of the pre-procurement market engagement documentation) following the instructions detailed in Section VI.2 below. Supplier Questionnaires must be received by 12 noon on Friday 4.11.2016.
