Tender description
Enfield Council periodically renews passenger transport contracts and a decision has been taken to renew the contracts in 2017. Transport services will include home to school transport for children with special educational needs, home to college transport for young adults with special educational needs. A revised approach to procurement is being used through a Dynamic Purchasing System (DPS) and a system of individual route auctioning. New operators are able to join at any time during the life of the framework as long as they pass the quality checks to access the framework. The framework will be open for 5 years with options to extend for a further 4 years (2 plus 2). The required transport services will be delivered using a mix of different vehicle types (Taxis, Minicabs, Minibus and 9 seat vehicles and mini coaches) plus drivers. There will also be a requirement for the provision of vehicles only on a spot hire, short term and long term lease basis. Provision of appropriate vehicle and driver to transport children from home to school and return. Provision of wheelchair accessible vehicles (licensed) with driver to transport children from home to school and return. Provision of up to 16 passenger seat Minibus with driver and potentially passenger assistant to transport children from home to school and back. Provision of up to 24 passenger seat Coach with driver and potentially passenger assistant to transport children from home to school and back. Provision of wheelchair adapted/tail lift 16 seat Minibus with driver and potentially passenger assistant to transport children from home to school and back. Provision of short term ad-hoc journeys to transport passengers and to be calculated on cost per mile basis. Provision of long term and short term lease /hire of Wheelchair Adapted/Tail Lift 16 Seat Minibus only without driver for passenger transport. Provision of long term lease /hire of up to 24 passenger seat Minibus only without driver for passenger transport.
