Tender description

Crown Commercial Service (CCS) as the Contracting Authority intends to put in place a Pan Government Collaborative Framework Agreement for the provision of Estates Professional Services. The Framework Agreement will be utilised by eligible Central Government Departments and all other UK Public Sector Bodies, including Local Authorities, Health, Police, Fire and Rescue, Education and Devolved Administrations. It is intended that this Framework Agreement will be the recommended vehicle for all estate consultancy services required by UK Central Government Departments. The above Contracting Authorities have a need for a standard Estates Professional Services provision that shall include but not be limited to: Strategic advice and development of estates strategies with options appraisal of market research and future forecasts; Property investment, appraisal and financial services; Property search, acquisition & disposal; Lease activity; Day to day landlord and tenant activity; Pre-acquisition and workforce indicative floorplate design service to allow multi departmental occupation of property; Reduce property costs, release unwanted property assets, identify savings and identify opportunities to generate income from land and buildings. The Estates Professional Services Framework Agreement shall Aadditionally cover the following: Workplace Solutions which offers a procurement managed service, allowing any subsequent FM contracts to be managed on behalf of the client; and Vertical Real Estate service provision including marketing, design, construction management, acquisition and asset management. It is anticipated that the Services to be covered by this Procurement will be sub-divided into 8 Lots including but may not be limited to: Lot 1 — UK Wide; Lot 2 — Scotland & North East England; Lot 3 — Northern Ireland and North West; Lot 4 — Wales and South West England; Lot 5 — London and South East England Lot 6 — International Lot 7 — Vertical Real Estate Lot 8 — Workplace Solutions Procurement Managed Service The defined number of lots contained within the Estates Professional Services Framework Agreement is to be determined following stakeholder and market engagement activity. The anticipated services to be delivered under Lot 7 include: a) Marketing and Sales a. Production of a feasibility report for sites and market report. b. Advising on market pricing. c. Collation of sites on a database and sales and marketing of those site. d. Making sites available via a portal to industry. e. Promotion of sites to industry f. Screening and processing site share applications b) Management and / or delivery of Acquisition, Design and Construction (ADC) a. Managing acquisition process including: i. Drawings, ii. Offer letters iii. Town and Country Planning iv. Community Relations v. Legal effort and agreements / licence support b. Construction Management i. Pre-start meetings ii. Managing rigging and civil activity iii. Oversight of adherence to Construction Design and Management Regulations (CDM) c. Design i. Production or approval of design and changes ii. Oversight of adherence to ICNIRP certification (radiation) c) Asset Management a. Agreement / Review of rent / licence fee review to completion b. Processing lease or licence variations c. Management of 3rd party site sharing d) Financial Management a. Rent collecting / invoicing b. Revenue share apportionment if appropriate c. Production of financial statements d. Debt management e) Site Access a. Managing site access requests b. Production of access permits c. Provision of supervision d. Control of H&S on site e. Management of de-commissioning and site disposals f) Facilities Management Activities a. Ground Maintenance b. Safety Climb Certification c. Structural Surveys d. Site Inspection e. The anticipated services to be delivered under Lot 8 include: To provide technical support to the procurement process of engaging and managing FM suppliers from the CCS RM1056 framework, working with central government and the wider public sector. This will include developing/completing standard CCS template data packs, asset verification and cost models and managing the procurement process from the issue of the Invitation to Tender right through to the award of a Call Off Contract to an FM supplier.
