Tender description

The Highland Council's expectation and preferred methodology is to use our new School and Public Transport Framework Agreement 2016 to source as much of our requirement for school and public transport needs from. In the event that the Council is unable to use the new framework agreement due to: — insufficient and/or inappropriate coverage of the Highland Council area and/or vehicle type needed for a route(s); or — levels of Mini-Competition response(s) received which cannot be awarded under the framework — which could be as a result of no bid for a route(s) or no suitable bid (either operationally and/or affordably) being received. The Highland Council therefore will still have a requirement for the transport and will action an alternative procurement process to source the transport service. Route specifications will take the form of specific bus, minibus or car services for different routes to or from towns, villages or schools and some contracts may cover a defined geographic area. There may be circumstances in which the TUPE regulations will apply. The Council may include evaluation criteria related to Community Benefits as part of the evaluation process.
