Oxleas NHS Foundation Trust (Trust) is seeking a private sector partner (Partner) to support the development/delivery of its estate strategy in line with the current and future clinical strategy, to optimise estate costs, maximise value of the estate and drive efficiency in its operations to include but unlimited to: — implementation of the Trust's estate strategy — estates rationalisation — capital programme planning — master-planning — raising finance — strategic service transformation planning — procurement and project/contract management of services in relation to New Projects and Secondary Services. Services are expected to be provided through a joint venture body (JV) established between the Trust and the Partner. The Trust is interested in the JV seeking other commercial and income generation opportunities in the public and private sector market and proposing innovative estates proposals to support the clinical strategy that will maximise revenue or reduce costs to the Trust. To provide Strategic Estates Services through a JV. Co-ordination and management of services via the JV may transfer to the Partner during the term. To provide assistance and support in procurement observing EU law. Initial New Projects may include Plumstead Health Centre and Upton Road. To provide assistance to the Trust in relation to any secondary procurement to services and an Integrator Role, in provision of operational project management. Secondary Services are included but are not currently a priority although they may be considered during the term of the SEP. The opportunity is to provide a strategic, commercial, development, investment, project management and contract management role in delivering projects to support the Trust's clinical strategy. It is a non-exclusive arrangement and does not include the provision of directly delivering the design and construction aspects of New Projects or of Secondary Services themselves.
