Tender description

This project is proposed by Northern Ireland Railways Company Ltd (NIR) which operate rail services over a network comprising 462 kilometres of track and 328 route kilometres. The Rail Operations Department is responsible for the delivery of all train services and all associated operating activities, including signalling, train crew and station management. Rail operations is also jointly responsible with Irish Rail for the development of Rules and Regulations for Ireland, North and South. Northern Ireland Railways Infrastructure Division wish to establish a list of suitably qualified economic operators to provide Railway infrastructure technical training in the following fields: 1. Lot 1: Signalling and Telecommunication, 2. Lot 2: Northern Ireland Rule Book. The following elements, although not a comprehensive list is an indication of the range of training and assessment required by Northern Ireland Railways over the next 1-3 years. 1. Lot 1 Signalling and Telecommunication: — Basic Control Tables, — Concept 32, — TCP/IP Ethernet Networks, — PTS, TSC, Lookout, — Basic Signalling Techniques, — HW 1000 points, — SMS /SMTH. 2. Lot 2 NIR Rule Book: — Personal Track Safety, — Lookout, — Track Safety Co-ordinator, — Emergency Operator, — Points Operator, — Person in Charge of Possession, — Engineering Supervisor. The contract duration will be for a period of 1 year with the option to extend by a maximum of 2 annual extensions. The value of this service contract is anticipated as a maximum of 400 000 GBP over the duration of the contract and has been advertised in OJEU. There is no guarantee that this service contract will achieve this level of purchases.
