Tender description

Warrington Borough Council has awarded a framework for the design, supply, installation and commissioning of a range of pv arrays on public, private commercial buildings as well as the potential for ground mounted arrays. Ranging from 50 kWp to 5 MWp. It is the main intention of the framework to deal with large scale arrays and therefore the council is only seeking suppliers who can prove their capacity for dealing with large scale arrays. The requirement will cover a range of differing panels to suit the individual needs of the sites selected. The estimated value of the framework will be 40 000 000 GBP, It is the Council's intention to retain ownership of the panels when in situ, while providing the electricity to the grid and also the building occupants. The framework will be subject to further mini-competitions to establish the supplier to individual schemes. It is intended that most call –offs from the framework will be for the supply and installation, however in certain circumstances only the supply will be required. The framework will also be open to any other local authority in the UK, "Registered Providers" as defined by the Housing and Regeneration Act 2008 and who also act as Bodies Governed by Public Law within Regulation 3 (w) of the Public Contracts Regulations 2006 SI 2006/5 (as amended) and are currently registered with and regulated by the Homes and Communities Agency (HCA) Register of Providers of Social Housing http:// www.homesandcommunities.co.uk/ourwork/registrations-and-de-registrations
