Tender description

The Passenger Transport Framework is a joint procurement between Bournemouth Borough Council and the Borough of Poole. Bournemouth Borough Council led the procurement process. A Framework Agreement was created covering 3 lots. The Framework is an agreement that sets out the terms under which individual contracts (call offs) are let during the contract period. The contract will cover 3 lots; — Lot 1, Provision of Minibuses 9-16 passenger seats (including minibuses with adaptations for the transportation of passengers travelling in wheelchairs) — Lot 2, Provision of Taxis, Private Hire Vehicles or Social Cars of up to 8 passenger seats (including vehicles manufactured or adapted for the transportation of passengers travelling in wheelchairs) — Lot 3, Provision of ‘AdHoc Provision' of Taxis and Private Hire Vehicles for up to 8 passengers. ‘Ad Hoc Provision' will include short notice and one-off bookings. The contracts will run between September 2016 and August 2020. Based on historical data, the total, estimated spend for the contract is 13 000 000 GBP. The spend is equally spread between both Councils over the life of the contract (6 500 000 GBP / 6 500 000 GBP), however individual routes and call-offs will vary between the two Councils. The figures are estimates and the Councils can't guarantee that this value of business can be generated during the period of the contract. The values listed for suppliers in lots 1 and 2 is done on an even split as the suppliers have an equal opportunity to win contracts over the lifetime of the Framework. The figures given are estimates and the value that the supplier could earn during this contract could increase or decrease depending on the number of contracts won during the 4 years. Lot 3, Route bookings are made to the highest ranked supplier and their availability. If the supplier ranked 1st is unavailable, then it will go to the 2nd ranked supplier. If the supplier ranked 2nd is unavailable, then it will go to the 3rd ranked supplier. If they are unable to accept a route it will go to the 4th ranked supplier. For Bournemouth Routes companies are ranked as follows; 1st Poole Radio Cabs 2nd United Taxis 3rd Ariel Taxis 4th Christchurch Radio Cabs. For Poole routes companies are ranked as follows. 1st Poole Radio Cabs 2nd Ariel Taxis The values given for lot 3 are based on an estimation on the expected value of the contract based on historic data. The value for Poole Radio Cabs is greater than the other suppliers as it is expected they will accept the majority of routes offered. The value that the supplier could earn during this contract could increase or decrease depending on the number of contracts offered.
