Tender description

The council has successfully provided an in-house highways, transport and recycling (HT&R) service for many years ranging from refuse collections, highway maintenance and maintenance of fleet vehicles. HT&R works with stakeholders across the region to provide quality environmental and infrastructure related services that recognises resident and community needs, putting customers first, whether they are the public, elected members or employees-ensuring efficient services are provided for Powys. HT&R covers the following 5 Service Areas: 1. Highways Operational, 2. Highways Technical, 3. Waste and Recycling Operational, 4. Waste and Recycling Strategy, 5. Integrated Transport Unit. With ongoing public sector budget pressures and the need to renew and invest in its services, the council is seeking to deliver these services in a new way and is looking into a range of alternative delivery models to see which would better suit the service's needs. This PIN is published to aid the Council ensure that: i) When appraising the potential options for the delivery of the HT&R Service, it has all relevant info. concerning: a. The benefits that each option is able to realistically deliver; b. The level of interest from third parties; c. Other market perceptions pertaining to any option. ii) It does not directly, indirectly or unintentionally create a strategy for the delivery of the HT&R Service that is not deliverable, and; iii) It does not create barriers/obstacles for any potential procurement for all or part of the HT&R Service. It should be noted that if the end result of any options appraisal is that the Council is minded to commence a procurement exercise for the Service, it reserves the right to use anything it may have learnt during this SMT in any such process. This PIN does not in any way constitute a commitment by the Council to undertake a procurement exercise in the future.
