Tender description

Under the Scottish Public Finance Manual prepared by the Scottish Executive, public bodies such as Scottish Water are expected to offer surplus assets for sale on the open market to demonstrate transparency and best value. Therefore, Scottish Water considers Property Auctions to be an appropriate and successful method of disposing of such assets, which are considered surplus to its business requirements. This Framework agreement will cover the disposal of generally smaller, lower value (up to 100 000 GBP), sites which Scottish Water will normally wish to offer for sale by auction. Scottish Water is also seeking to ensure that the number of Redundant Assets held by the business continues to be significantly reduced. In 2015 Scottish Water held around 900 of these assets, reducing from 1 200 in 2009, therefore any new framework supplier would be expected to continue this work by preparing a property for disposal at auction or assisting with any privately negotiated property disposals or where a valid Community Right to Buy is applied to a sale. The tender will be divided into 2 lots, the 1st being a framework for the auction services themselves and the 2nd being the redundant asset programme.
