Tender description

Procurement of a Principal Contractor for the Aberystwyth Innovation and Enterprise Campus. The project comprises the following elements: 1. a Seed Bio-Bank and Processing Facility; 2. a Bio-Refining Centre; 3. an advanced Analytical Science Centre; 4. a Future Food Centre (focusing on animal and dairy products); 5.‘The Hub’ a multifaceted forum for interactions between academic and industry stakeholders. AIEC Limited and Aberystwyth University intend to undertake this procurement as a joint procurement in accordance with Regulation 38 of the Public Contracts Regulations 2015, with AIEC Limited managing the procedure on behalf of both. Anticipating benefits in minimising risk, contract co-ordination, construction processes, project communications etc, two construction contracts will result from this procurement, both being awarded to a single contractor: Contract 1 — Aberystwyth University as Employer for the Seed Bio-Bank and Processing Facility; Contract 2 — AIEC Limited as Employer for scheme elements 2-5 inclusive, as listed above. A full OJEU Restricted Procedure is being adopted as the procurement route for the Principal Contractor for the contracts, under The Public Contract Regulations 2015, based on a 2-Stage Design and Build approach. The Form of Contract will be JCT DB2011, with pre-construction appointments for the pre-construction stages.
