Tender description
Develop and test solutions to empower patients post-stroke. Current state of the art solutions have been assessed by the Magic Consortium under the following areas: Early detection and diagnosis, care coordination, assessment and measurement, rehabilitation, self-management, monitoring and surveillance, peer support and big data. It is clear that whilst there are some early promising technologies there is not a market ready solution to enable post-stroke patients to reach their optimal recovery by 6-months post-discharge. Many technologies have potential to provide a solution either by single application or by combining technologies in novel ways. Magic Consortium is particularly interested in virtual reality, augmented reality, apps, remote connection between therapist, technologies to empower self-care, gamification, remote vital sign monitoring (beyond standard telecare and telehealth) and robotics. Operators will retain ownership of the IPR they generate during the PCP. BSO will act as the lead procurer and will coordinate and lead the joint procurement in the name and on behalf of the other Organisations. Refer to Section I) for the 5 other procurers. The procurement will be a pre-commercial procurement (PCP) under which R and D service contracts will be awarded to providers in parallel in a phased approach. Each selected operator will be awarded a framework agreement that covers 3 R and D phases; solution design, prototyping and original development, validation and testing of a limited set of 1st products or services. After each phase, intermediate evaluations will be carried out to progressively select the best of the competing solutions. The best-value-for-money solutions will be offered a specific contract for the next phase. Testing is in Northern Ireland and Italy. Procurement is expected August to October 2016.
