Appointment of a Housing Joint Venture Partner

Tender description

The Council is seeking a Joint Venture (JV) partner to work in collaborative partnership under the terms of a Strategic Partnering Agreement, for a period of 10 years with review dates and break options. The aim is to establish a lean, tax efficient JV structure focused upon pro-actively managing the delivery of the Council's housing development scheme. The JV may be asked to include such other of the Council's wider regeneration plans and ancillary services to accommodate its housing and regeneration policies and programmes which the Council may undertake during the course of the contract period, or for any period of extension granted. This JV will be required to develop and deliver housing schemes for any sites which the Council requires throughout the agreement period. The primary aim is to develop new quality housing in the Borough; the expectation is that profits generated by the JV (not developer profits) are retained to enable housing delivery on more difficult sites. The Council will use the Competitive Procedure with Negotiation and plans to issue an OJEU Notice in mid April 2016
