Tender description
Translink are seeking to appoint suitably qualified Contractor(s) to participate on a Framework to provide and respond to a wide variety of general property maintenance task orders required by Translink within the internal and external fabric of the buildings and their surrounding grounds over multiple sites. Maintenance tasks will range from general building maintenance (joinery, roofing, civil engineering, fabrication), refurbishment, repairs, decoration, cleaning and associated external works. Within the external works tasks orders, works will include surface repairs to roads and yards and general grounds maintenance. Grounds maintenance will also include for works associated with the upkeep and maintenance of grass and vegetation areas within the boundaries of Translink sites. Winter grounds maintenance will include for de-icing duties to maintain walkways and platforms in a safe condition during periods of frost and snow. On occasions the appointed contractor may be called upon by the Employer to appoint his own domestic subcontractors to provide maintenance cover for works not noted above and may include attendances and support for mechanical and electrical services operations. Such as maintenance of: — Plumbing and Heating systems — Gates and Barriers and Industrial doors — Electrical systems — Security Systems — Drainage systems The contract will be divided into 2 areas Northern (Lot 2) and Southern (Lot 1). The value of the extent of the maintenance works is estimated at Lot 1 — Southern Area — 500 000 GBP up to 825 000 GBP per annum Lot 2 — Northern Area — 400 000 GBP up to 715 000 GBP per annum This is an estimate only and is not guarantee of work 2 Framework Please note that Tenderers may apply for both Lot 1 and Lot 2. A Contractor successful on both lots awarded will however not be awarded a contract on both Lots. This is to ensure there is contingency available for Translink in both areas. In the event that a contractor is successful in both Lots, Translink will ask that bidder for their preferred choice of the 2 Lots. Translink reserves the right to appoint the second bidder as the main contractor for the Lot not preferred by the former bidder. The Framework will be composed of the 2 main contractors appointed for both Lots and also the second and third bidders for each Lots forming the reserves, giving a total of 6 contractors within the Framework. When required, both the Northern and Southern contractors and the reserves will be asked to tender for defined specified works/ maintenance projects in either area, typically for works estimated value of 10 000 GBP and above. Failure to provide tenders in such instances will be reflected in Performance Reviews noted in 4.1 below. On occasion contractors may be required to work in the alternate area, this would typically happen in the case of an emergency, under resource or specialist skill/knowledge. Translink will reserve the right to go outside the Framework should the tender for specified works/maintenance projects not provide Translink with value for money. The decision on what is deemed value for money will lie with Translink. 3 Term Service Requirements Works within this contract will principally be the following: — Joinery Maintenance and construction of new; doors, skirting, fencing, walls, roofs and support structures etc., Civil Maintenance of existing and construction of new; foundations, embankments, drainage systems, retaining structures etc., General Building Maintenance of existing and construction of new; fencing, cladding, walls, facades, glazing, tiling, ceilings, walkways, asbestos removal etc., Roads Maintenance of existing and construction of new; roads, platform surfaces, yards, car parks, road markings, gullies and manholes etc., Roofing Maintenance of existing and construction of new; roofs and any associated rainwater goods. Fabrication Maintenance of existing and construction of new; metal structures such as handrails, platforms, beams, columns, gates and steel frames etc Cleaning Power washing, gutter cleaning, graffiti removal, bin emptying, gum removal etc., Grounds Maintenance Grass cutting, weed spraying, leaf removal, weed removal, hedge and tree cutting and planting etc., Platform Maintenance Undertaking maintenance tasks on railway platforms including provision of Staff to provide safety protection on or near the railway Winter Duties Removing of ice and snow during the winter / spring to ensure passenger safety. Decoration Undertaking various painting works to Translink properties and associated structures. Signage Maintenance of existing and construction of new; signage across the network. Refurbishments Undertaking various construction and refurbishment works. This may include such items as; office, bathroom, passenger shelter refurbishments Labour Provision Provision of Staff to provide extra support for the in-house Maintenance Team. It should be noted that while every attempt has been made to reflect Translinks requirements, this list may not be exhaustive, and the Contractor may be asked to provide other general maintenance not listed The erection of appropriate safety barriers, notices, etc., is also the responsibility of the contractor to ensure the safety of all staff, Translink personnel and the public. Where required by Translink the Tenderer shall provide method statements confirming exact working practices to ensure this.
