The project incorporates the expansion of both the office and housing capacity of the UK Embassy in Kathmandu Nepal with strategic improvements to the Embassy estate. The Foreign and Commonwealth Office and Department for International Development. The Foreign and Commonwealth Office and the Department for International Development are both Key stake holders for this development. Both entities form part of the UK Government and are therefore governed by UK and European procurement policies. They are seeking an experienced contractor to take this opportunity through construction to completion. The Scheme. The UK Embassy in Kathmandu, Nepal comprises circa 8 acres in the centre of Kathmandu containing a mixture of residential and office facilities. The embassy facilities and functions will remain operational throughout the construction period. The project consists of the creation of additional office and residential premises within the existing embassy boundaries. The offices additional office space will be created via the refurbishment and extension of the existing Chancery building alongside a new single storey office building. The residential accommodation will consist of two, two storey, three bedroom detached houses. The site wide improvements will include the re-provision of a multi-use games area, the refurbishment of the pool house, the re-location of the emergency stores and site wide improvements to surface finishes, parking provisions and landscaping. Project Objectives. The priorities for the project are: — The provision of additional Office Space to accommodate the re-location of DFID staff from their existing offices in Kathmandu; — The provision of additional housing accommodation for FCO/DFID staff; — Improvements to the character of the Embassy grounds and setting as a green haven in the centre of the city; — Seismically retrofitting the existing Chancery office buildings to ensure that they withstand future earthquakes; — The provision of high quality (to international standards of design and construction) buildings that take advantage of the best of locally available skills and materials; — The buildings should be functional, efficient and practical; — Where appropriate adhere to British/FCO Standards and UK Building Regulations for construction and design. — Tender documents and responses will be in English. The Task. This project is a major construction project in the heart of the UK Embassy which will remain operational throughout the construction period. The project is being designed to adhere to UK and FCO standards. The successful contractor will need to demonstrate the following; — A track record of: — Seismic retrofitting of existing buildings; — Achieving high quality of construction to International standards; — Managing construction projects within close proximity to live operational buildings/facilities; — Acceptance of using the NEC form of contract; — An understanding of British Standards. Additional information: Supplier Briefing. The FCO are inviting interested parties to attend a supplier briefing to be held in Kathmandu, Nepal week commencing 18.4.2016. We will also be conducting a UK based Supplier day in late April. Nepal presentation to potential contractors — Morning of Tuesday 19th April — 10:00 start. Nepal individual Contractor Q&A sessions — Throughout Tuesday 19th April times and location to be confirmed. UK presentation and Q&A sessions — 27th and 28th April, times and location to be confirmed to contractors once expressions of interest made. This market sounding exercise is intended to alert potential organisations to the upcoming procurement opportunity and to test the suitability of the FCO proposition and the anticipated procurement process with the market. All interested suppliers are welcome to attend these events to find out more about the requirements and to participate in this event to generate ideas going forward. Once registered you will be sent further information regarding the supplier briefing, the scheme and a short questionnaire that will require your input. The Questionnaire is intended to gather market views on the procurement route and tender contents. We will be reviewing the responses and will be utilising them to shape the final procurement route as it is not set in stone at this stage. The response will be used to inform the supplier day and to test some initial ideas. The deadline to register your interest is 8.4.2016. Proposed Procurement Timetable. Market testing and Tender Period May 2016 — November 2017. Tender Responses required November 2016. Contract Award January 2017. Construction Period January 2017 — Mid 2018. It is recognised that participating in competitions of this kind can be expensive and time consuming. Whilst the FCO do not intend to underwrite/or reimburse the costs of participating in the procurement process, the FCO is committed to reducing unnecessary bureaucracy and limiting costs accrued by all parties. The FCO is only seeking interested parties to express an interest to participate in the supplier briefing at this time and non-participation in this event will not be taken into account in any future procurement.
