Tender description
1.1. Cumbria County Council is responsible for the strategic local services within Cumbria. The Highways team within the council is responsible for over 7 300 km of road; comprising: — 679 km of A Class Roads (Primary Route Network); — 2 910 km of B and C Class Roads (Non- Primary Route Network); — 3 774 km of Unclassified roads. 1.2. The Council also maintains the following list of structures: — around 1800 highway bridges, including 12 pedestrian subways; — over 1 000 footbridges; — over 500 retaining walls; — 959 culverts; — 280 cattle grids. 1.3. The Council owns a large portfolio of property including primary and secondary schools, care homes, offices, highways depots and fire stations. The Council has programmes of capital maintenance, new build and extensions for all these types of property. 1.4. This framework aims to establish a sustainable supply chain that is able to deliver the council's capital works programme in a cost effective and efficient way in partnership with Council officers and consultancy partners. The council aims to develop working partnership with its supply chain through regular and clear communication, understanding of each other's objectives and establishment of trust based on consistent performance. 1.5. In addition the council's objective is for the investment in capital projects through the framework to have a clear impact on the Cumbrian economy through job creation, training and development opportunities and development of the local supply chain. 1.6. This framework includes highways and property schemes delivered as part of the council's capital works programme. A full description of the scope of the services is given in Section 3 — Scope.
