Provision of Registered Local Bus Services - Portsmouth Area

Tender description

Portsmouth City Council (the 'Authority') is inviting tenders from organisations for the provision of regulated registered local bus services in the Portsmouth area. The Authority is inviting individual tenders against a total of 14 specified routes (or Lots). Tenderers may enter bids for one, all or any combination of routes but the price for each route must constitute a standalone bid as tenders for combined routes are not allowed for. Following receipt of tenders decisions will be made on which routes will be formally commissioned based upon affordability and service criticality considerations. The target date for award of contracts is set as 21st January 2016 with the target date for commencement of services following on 27th March 2016. Total combined per annum value of the contracts may range from £305,000 if all 14 routes are awarded to £120,000 if additional budget cuts are accepted by Council Members in February 2016. Contracts will be awarded per route and will run for an initial term of 1 year. Subject to budget review and performance and agreement of both parties' individual contracts may be extended in yearly increments to a maximum total term of 3 years.
