Tender description

The framework includes a wide range of capital projects funded by the Council. The potential types of work are described under the two lots which form the framework. <b>Lot 1 - Property </b> Cumbria County Council's Capital Programme for property provides maintenance, improvements, extensions and new build for a range of Cumbria County Council's property requirements. At present the capital programme includes projects for schools, care-homes, offices and fire stations ranging from £100,000 to over £10million in value. The capital maintenance activity equates to over £5-10m per annum. In a typical year the property element of the capital programme may include 6 projects less than £1m in value, 5 over £1m in value and 1 over £10m in value (outside the scope of this framework). The total programme is currently circa £30m per annum. Typical work includes: Upgrading and refurbishment of the Council's existing portfolio of corporate and school property. New build and extensions to corporate and school property using the whole range of building types, including modular and offsite fabrication. Adherence to current statutory and best practice requirements - including BREEAM standards and increasing use of BIM. Capital maintenance chiefly aimed at ensuring buildings are safe, wind and watertight. This could entail repairs and replacement of roofs, windows and M&E. Capital maintenance projects tend to be low value and the intention is to batch these up in to packages up to £500,000 in value. <b> Lot 2 - Highways </b> Cumbria County Council's capital programme for Highways provides for all aspects of the maintenance, repair and development of its Highways assets. Works to carrying out repairs and maintenance of the carriageway surfacing are carried out under separate contracts and frameworks and do not form part of this framework. The remaining programme of work has over the last 4 years consisted of between 2 and 13 schemes with combined works cost of between £2m and £5m. The forward programme is anticipated to comprise around 8 to 12 schemes per year with an average annual value of around £7m. Typical Work includes: Structures & Bridges - Repair and or maintenance of highways structures including retaining walls and bridges. Typical schemes are around £50k to £250k and include Culvert replacement, Masonry Arch bridge repairs, replacement of sections of retaining wall and sea wall repairs. Structures are primarily stone or stone faced, reinforced or mass concrete or structural steelwork and are most often on carriageway local roads.
