Two routes. Search the portals for anything titled as a programme, or move earlier and read the strategy documents and committee papers that name a programme before it reaches procurement. Programme work is unusually well trailed: buyers publish the plan, the funding source and often the delivery model months ahead. Stotles pulls notices from 100+ portals, and platform-wide there are 2,156 tenders open right now.

Four clusters show up repeatedly in the notices. Health and wellbeing programmes from councils and NHS bodies, including outreach services and low-intensity CBT provision. Skills, mentoring and enterprise programmes run through local enterprise offices and growth deals. Education programmes, including undergraduate and further education provision. And programme delivery partner roles, where the buyer is procuring the management of a large capital or transformation programme rather than the content of it.

Programme notices cluster under 80000000 (Education and training services) and 85000000 (Health and social work services), with 80521000 (Training programme services) the most literal match. Measured against this page's keyword filter, 80000000 returns 243 notices, 85000000 returns 86 and 80521000 returns 49. Codes are applied patchily on programme notices, so treat them as a cross-check rather than a filter.

Programme, almost without exception. The American spelling returns nothing useful in UK and Irish notices, so a search built on phrases like wellness programs or cbt programs finds nothing at all. This page searches the British spelling. The search index also stems word endings, so singular and plural forms come back on the same phrase and there is no need to list both.

Of the 1,129 programme notices on record, 512 are award notices and 96 are at pre-tender. Only a handful are open for bidding at any one moment, which tells you something about how this market works. Programmes get commissioned in waves, usually tied to a funding settlement, and the gap between notice and deadline is short. Watching the pre-tender pipeline beats refreshing the open list.
