What counts as an ICT tender?
ICT tenders cover the supply and support of computer hardware, software licensing, network infrastructure, cloud services and managed ICT services, plus the wider frameworks and dynamic markets many public bodies buy through rather than running a one-off procurement. A contract that names ICT once in passing, inside an unrelated works or consultancy project, is not the same thing.
Who buys ICT contracts in the public sector?
Local councils, NHS trusts, academy trusts, colleges, universities, housing associations and police forces are the most frequent buyers. Much of what gets awarded is a call-off against a national or regional ICT framework, run through bodies such as HealthTrust Europe or regional consortia, rather than a fresh open tender.
Is an ICT tender the same as an IT tender?
In UK public sector procurement, yes. 'ICT' (information and communications technology) is the term used in framework names, CPV descriptions and much of local government and education procurement; 'IT' is more common in central government and NHS notices. Searching either term picks up broadly the same corpus of hardware, software, network and managed-service contracts.
How do suppliers bid for ICT contracts?
Contracts are published on Find a Tender, Contracts Finder and the Northern Irish and Scottish portals, but a large share of ICT procurement moves through framework call-offs rather than open competitions, including regional agreements such as the Pan London ICT Framework. Stotles' 2026 Supplier Survey found 44% of suppliers now use frameworks as their main route to public sector work, and ICT buying leans on that route more than most categories.
