What counts as an ICT tender?
ICT tenders cover the supply and support of computer hardware, software licensing, network infrastructure, cloud services and managed ICT services, plus the wider frameworks and dynamic markets many public bodies buy through rather than running a one-off procurement. A contract that names ICT once in passing, inside an unrelated works or consultancy project, is not the same thing.
Who buys ICT contracts in the public sector?

Is an ICT tender the same as an IT tender?
In UK public sector procurement, yes. 'ICT' (information and communications technology) is the term used in framework names, CPV descriptions and much of local government and education procurement; 'IT' is more common in central government and NHS notices.
