Coding is patchy on forecasting notices, so this page filters on keywords rather than CPV codes.

Because forecasting is usually a component rather than a contract. It arrives inside a data consultancy brief, a finance system replacement or a transport advisory framework, and the notice gets titled after the bigger thing. Only 4 notices from this filter sit at the open stage, against 314 awards and 67 at pre-tender. Watching pre-market engagement is the practical way in.

They do at the software and consultancy end. 44% of suppliers name frameworks as their main route to market (Stotles 2026 Supplier Benchmark Report), and forecasting work often reaches a supplier as a call-off under a wider data, finance or transport advisory agreement rather than as its own open tender. Worth checking before you chase the open notices: the agreement you need to be on may already be awarded.
