Tender description

TfGM seek to understand more about current operators in the UK micromobility market and how they would approach an e-scooter scheme in Greater Manchester as part of these new trials. The DfT have recently asked local authorities if they wish to partake in new e-scooter trials. Five districts – Manchester, Trafford, Stockport, Bolton and Tameside have submitted applications, with Salford currently managing the contract for operating their own e-scooter trial scheme. This would mean six out of ten GM districts are able to continue or procure e-scooter schemes, if approved, from 2026 to 2028. TfGM seek to understand how this could be delivered between 2026 and 2028, ahead of e-scooter trials ending and legislation changes which will require TfGM/GMCA to become the licensing authority for any GM-based micromobility schemes moving forward.
