Provision to refine and articulate its HR offer, ensuring colleagues clearly understand the role, value and strategic contribution of HR as the organisation scales Lot 1: The work includes light‑touch engagement with colleagues, a targeted review of the HR ecosystem, development of an HR narrative and value proposition, creation of supporting materials for HR teams and leaders, and an organisation‑wide engagement and implementation plan. The work integrates with MaPS' Leadership Competency Framework and Strategic Workforce Planning initiatives. Full policy rewrite, process redesign and HR technology work are out of scope
