Leisure Centre Retrofit Design

Tender description

The council has a Council Delivery Plan (CDP) target to reduce operational emissions by 50% by 2026. To achieve this target, we are undertaking a comprehensive programme of decarbonisation for five leisure sites: The Castle Leisure Centre Peckham Pulse Leisure Centre Camberwell Leisure Centre Dulwich Leisure Centre Surrey Docks Fitness and Watersports Centre This leisure decarbonisation programme is possible because London Borough of Southwark was successful in Phase 4 of the Public Sector Decarbonisation Scheme (PSDS). This report deals with the design contract for the programme, which is expected to commence in June 2025. A separate competitive tender process for the capital contractor is projected to take place in early 2026, once designs reach technical specification and detailed design stage. It is estimated that the measures in the PSDS bid will deliver lifetime direct carbon savings of approximately 28,214 tonnes of CO2 and reduce the council's annual energy bills by approximately £40,000. However, these figures will be further refined and confirmed as detailed designs progress. To meet the necessary timescales to achieve the 50% carbon reduction target and meet PSDS funding requirements, we need to rapidly commission a supplier to provide detailed designs for these leisure sites, while also ensuring sufficient quality and oversight to derisk the programme, outcomes and capital delivery phase as much as possible.
