An urgent award was made under the Provider Selection Regime (PSR) to Yorkshire Ambulance Service (YAS) to provide patient transport support between the labour ward and maternity ward following the unplanned failure of two lifts. The loss of lift access created a significant risk to patient safety and staff, necessitating immediate mitigation to maintain safe and continuous clinical operations. The service was required on a temporary basis from 31/05/2026 to 11/06/2026, ensuring the safe movement of patients while lift functionality was restored. Lot 1: This notice confirms that an urgent award has been made under the Provider Selection Regime (PSR) due to unforeseen circumstances impacting patient safety and service continuity. The contract was awarded to Yorkshire Ambulance Service (YAS) for the provision of ambulance and patient transport services to facilitate the safe movement of patients between the labour ward and maternity ward following the failure of two lifts. The loss of lift access presented a significant risk to both patients and staff, requiring immediate mitigation measures.<br/>The service was delivered on a temporary basis between 31/05/2026 and 11/06/2026, ensuring continuity of care and safe patient transfers during the period of disruption. The total lifetime value of this contract is £27,740. Additional information: This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.<br/>This urgent award was made in accordance with Regulation 14 due to a critical and unforeseen estates failure, specifically the loss of both lifts serving the maternity and labour ward. This failure removed the Trust’s ability to safely transfer patients internally, creating an immediate and significant risk to patient safety, clinical outcomes, and staff, particularly in time-critical maternity scenarios. As a result, it was necessary to secure immediate external patient transport support to maintain continuity of care and mitigate clinical risk.<br/>Due to the urgent nature of the requirement, it was not feasible to undertake a competitive process. Yorkshire Ambulance Service was identified as the most appropriate provider, with the capability, capacity, and clinical expertise to mobilise services at pace and safely undertake patient movements.<br/>The contract duration was strictly time-limited (31/05/2026 – 11/06/2026) and proportionate to the period required to reinstate normal patient flow.<br/><br/>The decision to award this contract was made by authorised Trust officers in accordance with the organisation’s Scheme of Delegation and PSR governance arrangements.<br/>Conflicts of interest identified among decision-makers: 0.
