First Stop Supported Accommodation

Eva Burrows is the only independent homelessness service in the Rutherglen/Cambuslang area and provides a 32 bedded First Stop Emergency Accommodation which assists the Council to meet their statutory accommodation duty to homeless households providing emergency accommodation and support needs of households referred to the service. The property is owned by the Salvation Army Trustee Company and homelessness service have been provided at this location since January 2010. Lot 1: The works, services or supplies can be supplied by only one suitable contractor because competition is absent for technical reasons and no alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement. Standing Order 10.4a (i) In the opinion of the Executive Director the needs of the individual(s) concerned would be best met by a particular Provider; and Standing Order 10.4a (iv) there are special circumstances such as ownership of land or property, geographic locations or particular skills or experience of providers of social care which limit the choice to one provider.
