Tender description

1st Stop Accommodation offers ervices to persons aged 16 years or over (unless accompanied by a parent/guardian) in their Ferniegair, Hamilton property which is comprised of nine ensuite rooms, plus two rooms with shared bathroom facilities and access to shared kitchen and dining room facilities. The Council can make referrals to the project at any time during the day or night and, therefore, the provider must ensure that they can accept residents and provide a housing management service 24 hours per day, 7 days per week, subject to the availability of rooms. All service users will have approached South Lanarkshire Council for homelessness assistance and will be roofless as the time of referral. Lot 1: Negotiated SO9. The works, services or supplies can be supplied by only one suitable contractor because competition is absent for technical reasons and no alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement. Standing Order 10.4a (i) In the opinion of the Executive Director the needs of the individual(s) concerned would be best met by a particular Provider; and Standing Order 10.4a (iv) there are special circumstances such as ownership of land or property, geographic locations or particular skills or experience of providers of social care which limit the choice to one provider.
