HMCTS Reform Evaluation: Quick Scoping Review of Infrastructure Reforms (TA3)

Tender description

This commission focuses on Thematic Area 3 (TA3) (Infrastructure), which encompasses reforms to the court estate, IT infrastructure, and data systems, including the decommissioning of legacy systems and modernisation of Courts and Tribunals Service Centres (CTSCs). Following the 2025 refresh of the overarching evaluation scope, TA3 will be addressed through a summary of existing external evidence only, with no new primary research. The project will therefore take the form of a Quick Scoping Review (QSR) and will include no primary data collection (e.g. interviews).
