Tender description
This Prior Information Notice (PIN) relates to a project to establish a Mechanical & Public Health Framework (MPHF) (2026-30) (UOS-42409-2026) at the University of Strathclyde. Lot 4: Specialist Gases & Compressed Air Systems This lot will include, however, will not be limited to: - specialist gas systems: design, supply, installation, & commissioning of laboratory gas systems, including oxygen (O₂), nitrogen (N₂), carbon dioxide (CO₂), hydrogen (H₂), argon (Ar), and other specialist/research gases / cylinder manifold systems & bulk gas storage / pressure regulation, changeover systems, & safety devices / medical & healthcare teaching gas systems (where applicable): - compressed air systems: supply, installation & upgrade of compressed air systems / supply, installation & maintenance of compressors, dryers, receivers, & filtration systems / distribution pipework & outlets / oil-free & medical-grade compressed air systems: - distribution infrastructure: internal pipework systems (copper, stainless steel, or specialist materials) / lab bench connections & service outlets / zoning, isolation, & emergency shut-off systems: - controls, monitoring & safety: alarm systems & leak detection / integration with Building Management Systems (BMS) where applicable / compliance with relevant safety standards & pressure system regulations; and - testing, commissioning & maintenance: pressure testing, purging, & certification of systems / planned preventative maintenance (PPM) & reactive works / system validation and performance testing.. Please note, the lot structure is still to be confirmed, and is therefore subject to change. Lot 2: Public Health This lot will include, however, will not be limited to: - domestic water services: installation, refurbishment, & maintenance of hot and cold-water services pipework / system balancing & pressure management / dead leg removal & system optimisation: - water storage tanks: inspection, installation, replacement, and refurbishment of cold-water storage tanks: - Legionella compliance (L8 works): temperature control measures & required system modifications: - above & below ground drainage: installation, refurbishment, & maintenance of above ground & below ground drainage systems; and - thermal pipe insulation: installation & upgrade of insulation on domestic water pipework / compliance with energy efficiency & condensation control standards / identification and remediation of insulation defects.. Please note, the lot structure is still to be confirmed, and is therefore subject to change. Lot 3: Ventilation This lot will include, however, will not be limited to: - ventilation systems: design, supply, installation, & commissioning of ventilation systems / general repairs & modifications to both supply & extract systems for teaching, office, & laboratory spaces / mechanical ventilation with heat recovery (MVHR) systems / upgrades to improve air quality and energy efficiency: - ductwork systems: supply, installation & modification of ductwork systems / fire-rated & acoustic ductwork / air distribution systems & associated components: - air handling & plant: supply & installation of air handling units (AHUs), fans, & associated plant / refurbishment & replacement of existing equipment / integration with existing systems & infrastructure: - specialist ventilation (laboratories & critical spaces): supply, installation & modification of local exhaust ventilation (LEV) systems / supply & installation of ventilation for cleanrooms, workshops, and high-risk environments; and - associated works: controls integration with Building Management Systems (BMS) / builders’ work and penetrations / testing, commissioning, & validation (e.g. air balancing, LEV testing).. Please note, the lot structure is still to be confirmed, and is therefore subject to change. Lot 5: Fume Cupboards & Safety Cabinets This lot will include, however, will not be limited to: - planned & preventative maintenance (PPM): routine servicing of fume cupboards (ducted and recirculating) / inspection of mechanical & electrical components / filter inspection & replacement (where applicable) / calibration of airflow monitors & alarms: - statutory testing & inspection: thorough examination & testing of LEV systems / airflow measurement & containment testing / compliance with COSHH regulations & guidance from the Health & Safety Executive (HSE) / certification & reporting: - reactive maintenance & repairs: fault diagnosis & repair of fume cupboards & associated systems / replacement of fans, dampers, controls, & sash mechanisms / emergency call-out services: - system upgrades & refurbishments: refurbishment or upgrade of existing fume cupboards / energy efficiency improvements (e.g. variable air volume systems) / integration with Building Management Systems (BMS); and - associated LEV systems: maintenance & testing of ductwork, fans, and extract systems / laboratory extract systems & specialist containment equipment.. Please note, the lot structure is still to be confirmed, and is therefore subject to change. Lot 1: Mechanical This lot will include, however, will not be limited to: - heating systems: low temperature hot water (LTHW) & medium temperature (MTHW) systems / gas fired boilers & connections to district heating networks / energy-efficient upgrades & decarbonisation projects: - chilled water systems: pipework distribution & terminal units e.g. FCUs (Fan Coil Units), AHUs (Air Handling Units) / cooling for IT rooms, laboratories & critical infrastructure: - natural gas installations: incoming gas services / internal distribution systems / gas boiler servicing & repairs / safety systems & compliance upgrades: - ventilation & ductwork systems: general ventilation & mechanical extract systems / specialist systems for laboratories (e.g. fume cupboards) / air handling units & associated ductwork; and - thermal insulation: pipework, ductwork, & plant insulation / compliance with energy efficiency & sustainability standards / identification & remediation of insulation defects..
