About the Opportunity (Soft Market Test Only) MHA+ is a self funding alliance of Local Authority members, providing compliant routes to market for highways and infrastructure works. Building on the existing Medium Schemes Framework (MSF4), MHA+ is considering the introduction of a new Minor Works Framework to: • complement the existing MSF arrangements; • support delivery of lower value and less complex schemes; • provide greater regional flexibility at call off; and • respond to anticipated funding profiles that may favour smaller, discrete packages of work. Typical works may include (non exhaustive): • highways and infrastructure improvements; • public realm and town centre works; • drainage and structures; • bridges, culverts and retaining walls; and • other municipal and civil engineering works. At this stage, no guaranteed pipeline or minimum value can be committed. Any volumes, structures, or timescales referenced in the SMT documentation are indicative only. Purpose of this Market Engagement MHA+ is undertaking this Soft Market Testing exercise to engage with the market at an early stage and to seek feedback that will directly inform and shape the design of a potential future procurement for a new Minor Works Highways & Infrastructure Framework, covering works with an anticipated value range of £0–£5m. The feedback received will be used to help MHA+ and its Member Authorities: • test appetite for the proposed opportunity; • refine the Framework structure and lotting approach; • consider the balance between accessibility, value for money, and deliverability; • shape the commercial, contractual, and call off arrangements; and • ensure the Framework is proportionate and attractive to the market, including SMEs. ________________________________________ Keywords: MHA+, infrastructure , highways
