Tender description

The Executive Office seeks to appoint a Contractor to design and deliver a project that expands the use of restorative practice across the eight Communities in Transition (CIT) areas, as outlined in paragraph 2.6 of the Specification Schedule (for maps of the areas, please see separate document entitled “ANNEX A MAPS OF THE 8 CIT AREAS”). The project aims to: • Address underlying social and community issues (including poverty, educational under attainment, health, isolation, environmental concerns, anti-social behaviour, community safety, policing, and community division) that can be exploited by those sustaining paramilitary activity, criminality and organised crime; • Promote the use of peaceful and democratic means and the rule of law; • Support individuals seeking to move away from paramilitary activity, criminality and organised crime; and • Work in partnership with statutory agencies, including law enforcement and the criminal justice system to build safe and confident communities. The Contractor must deliver all activities described at paragraph 6.5 of the Specification, ensuring alignment with the objectives above and the Benefits Framework (paragraph 6.6 of the Specification). This tender forms part of Phase 3 of the CIT Project. Phase 1 (completed June 2021) established the foundation for addressing factors that sustain paramilitarism; Phase 2 (completed March 2025) refined delivery under thematic areas; and Phase 3 (to March 2027) focuses on core challenges through an issues based model. This contract will support Phase 3 and the ongoing delivery of the CIT Project. It is anticipated to commence on 1 April 2026 and run until 31 March 2027.
