Provision of advice on efficient size of investment programme for Scottish Water

WICS invites tenders for consultancy services to assess the efficient size of Scottish Water’s investment programme. The appointed supplier will analyse internal and external constraints, including supply chain capacity and industry trends, to inform decision-making for the 2027-33 regulatory period. The contract is valued at up to GBP90,000 (incl VAT) and will run for three months, commencing April 2025. Lot 1: WICS is seeking a suitably qualified and experienced supplier to provide consultancy services to assess the efficient size of Scottish Water’s investment programme for the upcoming regulatory period (2027-33). The successful contractor will analyse key factors influencing investment efficiency, including internal capacity constraints within Scottish Water and external constraints such as supply chain availability and market conditions. The work will build on existing research and scenario analysis to determine a reasonable range for investment programme size, assess cost implications if this range is exceeded, and evaluate the deliverability of a potential increase in investment. The contractor must engage with stakeholders, deliver a detailed report, and present findings. The contract is valued at up to GBP90,000, including VAT, with a contract duration of three months, commencing in April 2025. Given the interdependent nature of the factors being assessed, this procurement is not divided into lots to ensure a consistent and holistic approach to the analysis.
