CCS078 Strategic Partnership Between Derbyshire County Council and a Children’s Residential Provider - Pre-Market Engagement

Derbyshire currently has 13 Ofsted registered residential homes, with 10 of these rated “Good” or “Outstanding” and another 1 of these homes yet to be inspected The Council is exploring options around how to extend children’s homes provision and to continue in the delivery of exceptional care. This is to further support the challenges faced locally around children in care placement sufficiency, to continue to improve outcomes for children and to create efficiencies within the sector. The expansion that has been approved by cabinet on 30 January 2025 is to create 16 additional residential placements through three four-bedded homes and two two-bedded homes. Therefore, five new homes in total. The purchase of one four-bedded home is now in process, leaving two four-bedded homes and two two-bedded homes to be fully mobilised, between 2026 and 2030. This PME is published to assist the Council to explore all the potential options in order to complete this extension, and to ensure it can do so in the most cost effective and time efficient way. This soft market testing asks providers and developers to outline how they would be able to acquire, renovate and mobilise four children’s homes to a fully compliant children’s home standard, including Council required digital infrastructure within the Derbyshire footprint and then either sell or rent back to Derbyshire or, if it is a residential provider, run alongside the current internal provision within Derbyshire Keywords: Residential, Childrens, Homes
