Tender description
This project seeks to commission a provider to deliver a tailored programme of Population Health Management training to staff in South Yorkshire, West Yorkshire, and North East North Cumbria ICBs, who are working on the Health and Growth Accelerator programme. Effective Population Health Management (PHM) requires staff to understand and follow a full continuous improvement cycle which includes not only population cohorting and targeting, but also modelling the effects of different interventions, monitoring their impacts, and generating and using data and intelligence to improve their targeting, delivery, and design. Although Accelerator ICBs have staff leading on Population Health Management, there are gaps in capacity and skill in their wider workforces. We therefore seek a structured programme of training which can be delivered to ICBs and tailored to ICB needs. Each ICB should receive a tailored programme depending on their data/analytics maturity and organisational architecture. The proposed project should provide bespoke population health management training to up to 18 key staff across the three health and growth accelerator ICBs. It is important that these 18 staff are able to receive 1:1 follow up support to help them implement the training learning in their day to day work, but we would hope that a wider range of staff would be able to attend the training workshops. We will develop a specification and evaluation criteria to guide a short invitation to tender process. Any tenders received will be assessed to identify the best quality and value for money. By providing a structured development offer tailored to ICB needs, we hope to ensure ICBs can effectively monitor their impact and use those insights to hone their Health and Growth service offerings. ICB staff need to understand how to use and interpret the data generated through the PHM cycle, how to improve these interventions on an ongoing basis, how best to invest in different services.
