Tender description

• The assignment will produce an Outline Business Case (OBC) for Agricultural Reform by April 2026, a critical element of the future of agricultural support. It will build upon work already completed in the Agricultural Reform Programme to define the Agricultural Reform Strategy and associated future operating model for delivery of support.• We require a lead role reporting into the Programme Director to develop the OBC in line with HMT Green Book guidance and good practice. They will need to be comfortable engaging at a Deputy Director level and presenting at senior, C-suite governance meetings. The assignment will require the individual to set an overarching approach and plan to complete the work, and drive it to completion with Project Management support provided by the Programme Team.• It is expected that the OBC is completed in line with the 5-case model: Strategic, Economic, Commercial, Financial, and Management - working with domain experts from within ARE and ARP including Economists, Finance, Procurement, and Programme Management and Delivery. There is a requirement to develop the OBC iteratively with an expectation that senior stakeholders will be involved in key working sessions throughout January, February, and March.
