Highways Service Delivery Pre-market Engagement Notice

As a new authority, Westmorland and Furness Council have undertaken a review of their Highways service and delivery model which has led to a recommendation to examine the way in which we procure and deliver some of our major highways and contracts. As part of this service review, we are looking to engage with a number of Suppliers, at the Councils discretion, to discuss our approach to delivery of core highways works programmes, in particular the grouping, of major highways contracts and frameworks (including but not limited to Core Surfacing, Surface Treatment, Drainage and CCTV, Civil Schemes and Design Support). This engagement will help shape a potential future highways contract procurement by the Council. If your organisation delivers a range of major highways maintenance activities including those listed above, would like to be considered for a discussion with the Council and have any availability on Thursday 27 November or Friday 28 November (am) for around 60-90 minutes to meet with us in person at a venue within the Westmorland and Furness area, please get in touch by 21st November 2025. (For the avoidance of doubt, the Council only wishes to engage with Suppliers who can deliver a wide range of Highways services.) Please note: the Council has limited meeting times and will not be able to meet every organisation who responds. Depending on the responses the Council may need to ask some follow up questions to determine the most appropriate Suppliers to engage with.
