Pre-market engagement An email was circulated 14/11/25 outlining the opportunity to the DOS 6 Framework suppliers to provide advance notice of the intention to procure Work done so far No discovery phase. DHSC Policy Leads, NHSE CHC Leads and DHSC Data Analysts have undertaken substantial work on available CHC data which will be outlined. This procurement is to overcome outlined challenges and to provide additional data analysis and insights. Which phase the project is in Not started Existing team The main team will consist of DHSC CHC Leads, DHSC Data Analysts, NHSE CHC Leads. It is anticipated that the supplier will need to collaborate with partner data and health organisations. Address where the work will be done The work is anticipated to be remote. Weekly progress meetings and weekly contract management meetings will be virtual. Working arrangements The contract will be managed in line with DOS 6 call-off contract requirements and using DHSC’s contract management guidance. MS Teams will be the primary communication tool. Regular weekly virtual MS Teams contract management check-in meetings with the DHSC, NHSE and Data Analysts contract managers and the delivery partners Senior Responsible Officer (SRO) will discuss progress/risks/completion. This will ensure alignment, progress updates, address any immediate concerns, and facilitate smooth communication between all involved parties. Data Analysis and Insights (modelling/analysis that is underpinned with IG compliant framework) - 30% 3. Analysis and Insights Findings Report - undertaken on the data areas / deliverables outlined above 30% 4. Proposals (only) for the development of an Integrated data repository/linked dataset and Data Landscape and Gap Analysis report - 10%. Criteria: Supplier Invoices based on Actual Time and Materials. This will include modelling, analysis and insights on a wide range of data from fragmented data sources but should ensure sufficient national data coverage. Crucially, the modelling analysis approach/tool/technologies used will need to demonstrate it is underpinned by an IG compliance framework for the supplier to provide assurance around data access, transit, storage, use, processing/analysis, outputs/presentation, asset transfer and secure deletion. Any IP would be owned by DHSC. 3) To provide Analysis and Insight Findings (report) on the defined range of data (see business problem) by the end of the contract period. In addition, 4) To develop proposals for a) An Integrated Data Repository and b) Linked Dataset to address data quality and completeness issues. The policy/service area for data analysis is CHC, which is a package of NHS-funded health and social care provided to adults aged 18+ who have been assessed as having a ‘primary health need’ that has arisen from disability, accident or illness. CHC represents a substantial area of public expenditure. The analysis and insight is limited in scope to Standard CHC, Fast Track CHC, and joint packages of care (excluding NHS-funded Nursing Care and Children and Young People’s Continuing Care), with specified data parameters outlined in the expected business problem/ outcomes and deliverables section. Linkage to related datasets outside of CHC will also be required in order to answer some of the questions posed in the business problem section. Where the supplied staff will work No specific location (for example they can work remotely) Why the work is being done The Department of Health and Social Care is responsible for health and social care policy and legislation; and oversight of NHS, public health and social care systems. The policy goal is to seek additional specialist data modelling and analysis support to address critical gaps in NHS CHC data and insights. Contract completion date 31/03/26. The business problem you need to solve Background DHSC sets policy for the NHS to deliver NHS Continuing Healthcare (CHC), which supports individuals with some of the most complex health needs to live in the community, including by funding their adult social care needs. To evaluate and develop policy, DHSC and NHS England need a structured method to gather insights that assess policy impact and understand the root causes of variations in policy implementation. The current data landscape is fragmented and has gaps that limit our ability to make evidence-based policy. Examples of challenges include: the limited completion of some fields of demographic data within the All Age Continuing Care Patient Level Data Set (PLDS) (such as Ethnicity and Sexual Orientation), an absence of national data on the conditions and needs of people accessing CHC, and the breakdown of costs of individual care packages. These mean that DHSC lacks evidence on the effectiveness of CHC, value for money and how successful CHC is in keeping people out of acute care.
